This is a nonprofit source of public information on the CLEAR Alert, which is the Texas emergency broadcast alert for persons between 18 and 64 years of age. We are tracking updates on adult alert program developments in other states as well. Thank you for visiting!
The Texas Department of Public Safety (TxDPS) administers the CLEAR Alert, but effective public safety programs are not built by regulatory agencies functioning in isolation. Public-private coordination can extend and amplify outreach and program effectiveness.
Our goal is to function as an informal "friend of TxDPS" group in the CLEAR Alert context, much the same way that nonprofit "friends" groups are formed to support and promote the success of our Texas state parks.
Several founders of our nonprofit affiliate Cayley's Calling (sister website) were instrumental in the development and passage of House Bill 1769 in the 86th Texas legislative session in 2019.
It was always our intention to support the CLEAR Alert which was created by HB 1769. It's not enough to simply legislate - the resulting program must be implemented, and public outreach must occur if the CLEAR Alert is to reach its life-saving potential. To that end, we are now building on our legislative foundation, and expanding it into the realm of public service.
